Adding wikivoyage-ev to whitelist

If any one notices this page, I want to add wikivoyage-ev.org to our whitelist, which means that anon IPs and new users will not need to fill out a CAPTCHA when attempting to add an external link there. This apparently occurs for templates with PoiMap2 in them, in this case PoiMap2, Geo, Mapframe, and also the normal listing templates. Specifically, it will be one line \.wikivoyage-ev\.org.
