Does Commons accept local Flickr review?

Question: Where is it said that Commons does not accept local Flickr review? And if they do not why should Wikivoyage accept it? Both projects are "owned" by the WMF. --MGA73 (talk) 20:38, 4 January 2013 (UTC)
