We certainly want to avoid bias and inaccuracy. I live in Manhattan and I'm not sure I've ever been to the Rockaways(!), so I lack knowledge, but I'd ask whether this part is inaccurate:
There are two main communities of the peninsula: the affluent Belle Harbor, and the predominantly African-American Far Rockaway
If Belle Harbor is affluent and Far Rockaway is predominantly African-American, I can't think of any reason not to say so.
