- w:Dresden Funicular Railway and w:Dresden Suspension Railway might interest you. While they are a marvel of turn of the 19th/20th century engineering to behold, they also serve some people for their daily commute. And there is of course this w:Wuppertal Suspension Railway. Another curiosity (if you wish to include them, as they are technically not "rail") are the Metrocable systems which provide transit with a view...
