Dispur fails the test of WV:WIAA as Dispur don't have hotels and the tourists go to Guwahati for hotels. Besides, Dispur is entirely within Guwahati and it makes more sense to cover Dispur in the context of Guwahati, like New Delhi within Delhi except Dispur won't be a separate district.
