Shouldn't this article be moved to the base name as the primary topic? Nearly all of the other projects have the English city at the unqualified name. This city is a cathedral city and the capital of its county and appears to be the namesake of the others. See for example Norwich where there are other places at Norwich (disambiguation) because the English city is considered "so much more famous". Crouch, Swale (talk) 12:24, 7 September 2020 (UTC)Reply

It would be best to frame your proposal with reference to our disambiguation policy. You may have an argument, but there are a lot of places called Gloucester, so there would some work involved in fixing links to make sure that people looking for a different Gloucester don't end up at this article. Yes rule 4 does say is one of the places is "so much more famous than the others" and of the 6 mainspace links to "Gloucester" all appear to be for this one.
