I've noticed you might be a little confused about creating a new article. Editing Project:Quick small city article template won't create a new article, its content is for copying and pasting after you clicked a red link (or type the name of the article you want to create at the browser bar). As I've seen you are interested in a new article for a Croatian town, I've created it so you can easily fill it up: Krapina. Please also take a look at Project:How to start a new page so you can create a new page without any problems next time.
