For everything except Dutch and English, the babel table refers to my ability to read and understand a language. Writing is a different story; I will probably be able to produce something understandable. The definition is a bit vague on the difference between reading and writing (and for obvious reasons the translations are even more inconsistent). The best example of this problem would be Afrikaans; this language is very similar to Dutch. I can read it quite well and I will answer in Dutch, which they will understand easily. I've seen the same happening in conversations between Polish & Slovak and Dutch & German native speakers.
But I love these kind of initiatives!
