I reverted your edit to Lower Mainland for two reasons:
1. It's specific to Vancouver and should be in the guide for that city, if it isn't already there, not the guide for the whole region (though you could refer to it in passing in Lower Mainland with less detail and without a link, if you feel it's important to do so).
2. If it indeed isn't yet listed in the Vancouver guide, please make a full templated listing for the food festival, but please link to the official site as your main link. You can have a look at WV:Links to Wikipedia, though that policy is in flux and WP is an optional field in listings now.
