CNY edit

Glad to see that someone has finally attempted to clean up Central New York. We have good coverage to the west (as AndreCarrotflower and LtPowers have been herding Buffalo and building out Rochester and the Finger Lakes well) but the rest of the state (and +1-315 in particular) is an uneven mess of Oswego-sized gaps, partial coverage or outdated info. There was some discussion on Talk:Utica/Rome about whether there's enough for a pair of separate articles on Utica-Rome (and maybe Oriskany and Vernon) but none of those proposed venues were expanded into listings in the articles once they were split.
