I appreciate your enthusiasm, but the regional structure of provinces for the purposes of this guide is not something that people should change voluntarily. The agreed-upon procedure would be for you to propose a change at Talk:Henan, explain why there are so many places meriting articles that it's needed, and then try to persuade a consensus before taking any action. Unfortunately, the steps you've taken may need to all be undone, because no consensus was reached beforehand. At the very least, why don't you start a thread at Talk:Henan explaining what you're doing and why, and see if others are OK with it. An important point would be how many places you expect to be listed in the "Cities" and "Other destinations" sections of each region article.
